Among the many crimes that were concerning George Gideon, commander of the Criminal Investigation Department at New Scotland Yard, there were two that troubled him most.

One was the brutal rape and killing of a young girl; the other a series of frightening fires that were being set in slum areas in London. One of the fires, the worst so far, had killed eight people.
